I bought this to help keep my dog from getting tangled in her chain and I was not dissapointed.
You do have to install it higher than the dog stands in order for this to work properly (mine is at my height - so I can reach it easier). This will not keep your dog from wrapping themselves around an object they can reach, unless that object is shorter than them. Make sure that whatever you install it to is very sturdy - especially if you have a strong dog who forgets they are on a tie-out.
Yes, you can use it for a dog as small as 10lbs, but I would not recommend it for a small dog who will remain under 15lbs - it's retractable and does pull to keep the line 'tight' which was noticeable when mine was smaller.
Use caution when letting go of the tie-out - it is retractable and it will flop about as it retracts - it does hurt and could break a window or other glass/objects on it's way home.

I bought this green Flexi Tie-Out for our dog's cable run. The cable runs from our back porch down to a tree in the back yard, about 100'. The Flexi hangs on a rolling trolly and gives our dog great freedom and keeps him from getting tangled in shrubs and trees. I have had this same model Flexi Tie-Out in red for FIFTEEN years (I'm not exaggerating) and it still works great. It doesn't recoil quite as strongly, but it's still perfectly usable. I really didn't need to replace it yet, but I guess I like shopping online a little too much. Flexi makes very strong reliable products. I also have a handheld Flexi leash which I've had for about as long. I got them both when my dalmatian was a puppy and she died in March at 15+ years old. I would never buy another brand recoiling leash.

Dog Tie-Out May 26, 2009 P. J. Schneider (Cleveland, OH USA) The last Flexi-tie out that I had lasted 17 years. It is a great product! The new one looks to be exactly like the old one. The only fault that I would find with this new one is that the clip that you hook onto the dog's collar is very substantial - definitely made for a large dog. I changed that to a smaller hook to accomodate my 10 pound dog.
Strong Rewind Tension - That's a good thing! February 1, 2010 Steve Richard (Doylestown, PA USA) I have 2 jack russells - each are about 17 pounds. Yes, this does have a bit stronger of a rewind tension (when compared to a standard hand-held retractable leash); however, that's what you want in this case to make sure that it stays taught enough to not go slack and get tangled around obstacles (or the dogs legs!).
I bought 2 of these, and connected them to the same trolley. The dogs love it - they can go about 15 feet left and right over the length of the trolley line (about 100').
Once your dog gets used to the additional tension (which took my dogs about 15 minutes!), you won't have any second throughts.
